Real Property Value Updates for Cedar County
I want all my constituents to know that on March 27, 2024, I received a Memorandum of Understanding from the Missouri State Tax Commission, indicating that Cedar County is out of compliance. I have attempted to negotiate with STC since March, but STC has remained firm. The State Tax Commission is mandating a 14.99% manual level increase; otherwise, STC will withhold funds from the county. 88 counties in the State of Missouri have received the same State Tax Commission mandate. What does this mean for you as a taxpayer and resident of Cedar County? This increase will affect anyone with residential and commercial real estate property that has improvements, except for all new construction added to the tax roll. Your assessed value will be multiplied by an additional 14.99% in addition to your district tax levy. Please consider the following example:
Property Assessed Value for 2025: $19,300
14.99% Manual Level Increase: $2,893.07
Previous Assessed Value: $19,300
New Assessed Value: $22,193.07 (Sum of the two amounts above)
If you have any questions regarding this mandate, you may contact the Missouri State Tax Commission at the following phone number: 573-751-2414.
The new assessed value will be multiplied by the district tax levy to determine your final tax amount. You will all get a Change in Value Notice in the mail in June 2025. I encourage the residents of Cedar County to let your voices be heard at board meetings when the tax entities are setting their tax levies. Getting the tax levies to roll back will help positively affect your tax bill. The Assessor only puts a value on your property, the tax levies affect your final tax bill, and I have no jurisdiction over the tax levies. The tax districts are listed on your real estate and personal property tax receipts. A few ways to help lighten the tax burden of the mandate for senior citizens and 100% disabled individuals include the Senate Bill 190 Senior Tax Freeze and the 948 Form Assessor Certification. The Senate Bill 190 Senior Tax Freeze, which the Cedar County Commission has adopted, would be very helpful for senior citizens. Cedar County is now taking applications until May 31, 2025. Those applications can be picked up in the Collector's office. I encourage you to take advantage of the newly passed tax freeze. I also encourage senior citizens and 100 percent disabled individuals to apply for a 948 Form, which is a credit based on their real estate taxes they have paid for the year. The 948 Form can be picked up in the Assessor’s Office.
As we are currently working towards re-assessing properties for the 2025 tax year, our County Assessor and Field Reviewer have been and will be performing field reviews weekly. Our Assessor will be traveling in a County vehicle that is marked with identification of the Cedar County Assessor Office, along with her name, Leah Morton. The license plate will state ASSESSOR1. Our field review is only covering the exterior of your buildings unless it is a commercial property. We do not enter the interior of homes unless we are requested to do an interior inspection, by the property owner. We are not required to make appointments with property owners to conduct a review and we are not trespassing on your property as we authorized to be on your property as stated in our Missouri State Tax Commission statutes as noted below:
137.130. Assessor to make a physical inspection, when — assessment. — Whenever there shall be any taxable personal property in any county, and from any cause no list thereof shall be given to the assessor in proper time and manner, or whenever the assessor has insufficient information to assess any real property, the assessor or an employee of the assessor shall assess the property based upon a physical inspection or on the best information the assessor can obtain; and for that purpose the assessor or an employee of the assessor shall have lawful right to enter into any lands and make any examination and search which may be necessary to assess such real property only when the assessor is entering because the assessor has insufficient information to assess such real property or to assess such personal property only when the assessor is entering because no list of taxable personal property has been given, and may examine any person upon oath touching the same. The assessor or an employee of the assessor shall not enter the interior of any structure on any real property as part of the inspection to assess such property without permission. The assessor shall list, assess and cause taxes to be imposed upon omitted taxable personal property in the current year and in the event personal property was also subject to taxation in the immediately preceding three years, but was omitted, the assessor shall also list, assess and cause taxes to be imposed upon such property.

Sketches in PRCs
Due to software conversion issues, our improvement sketches did not properly convert over to Vangaurd and some parcels have improvements that are stacked on top of each other. We are currently in the process of modifying these sketches to their proper form. Please be patient in this process as it will take time to go through all our county parcels.
If you notice that this is the case in the property you are looking at, please call us at 417-276-6700 and we will work on correcting the sketches.
